National E- Health Strategy

Strategy Guiding Principles

As a result of the analysis phase of the methodology, a set of key design principles and recommendations were considered to serve as guidance for developing a framework and roadmap for the Ministry of Health's digital health strategy.

Key inputs:
  1. Vision 2030, Digital Transformation Unit, National Transformation Program, Vision Realization Office, etc.
  2. Transfer of the Ministry of Health to the legislative authorities.
  3. Involving stakeholders within the Kingdom of Saudi Arabia.
  4. Best practices and lessons learned.
Considerations for the E-Health Agency promoting the MOH role as a supreme regulatory Authority:
  • Maintaining digital health strategic direction and prioritization.
  • Developing, simplifying and managing policies and procedures related to health care at the Kingdom level.
  • Managing the transition process in a logical and gradual manner.
Design principles:

Sustainability:
Knowledge and practice in health care overcome challenges such as aging and population growth, rising healthcare costs, inefficiencies in the care system, and wasted resources for long-term sustainability.

Cooperation:
Envisioning the implementation of the strategy with stakeholders and partners in cooperation and consensus, with clarity in roles, responsibilities and accountability for an integrated system.

Healthcare that puts people first:
A healthcare system that puts the population, including citizens, residents, pilgrims and visitors, at the forefront to ensure they receive a high-quality healthcare experience.

Value-Based Healthcare:
The healthcare system incentivizes our providers to drive improved overall population health, deliver high-quality care, while reducing costs, thus supporting the new care model of accountable care organizations.

Speed of Transition:
A healthcare system seeking an agile and low-complexity organizational and operational model, to ensure that we are always at the forefront of all aspects related to digital health services within the Ministry of Health.

Cost efficiency:
Design the mandate, regulatory infrastructure and governance model in line with cost efficiencies, while enhancing private sector engagement in line with Vision 2030.
