  • What are the differences between Governance and Corporate Governance? 
    • Governance refers to the establishment of direction, regulations and policies, with continuous supervision and monitoring of their proper implementation and impact, by the governing bodies of the health sector. It includes the mechanisms required to balance the powers of members (and their associated accountabilities) and their primary duties to achieve national health policy objectives that are conducive to the highest international standards.
    • On the other hand, Corporate Governance refers to the system of rules, practices and processes by which the company is directed and controlled. It includes the mechanisms required to balance the interests of the different stakeholders (shareholders, customers, suppliers, financiers, government) and the management to achieve company's objectives.
  • What are the desired objectives and outcomes of health sector governance?​
    • Health care sector governance aims to transforming the Ministry of Health from its current role as regulator, provider and payer of health services, and licensor to a limited role as legislator, and monitor of the health care providers; thereby, enhancing the quality of services provided, transparency and sustainability in the health sector.
  • What is the role of the Ministry?
    • Health sector governance will redefine the Ministry's responsibility to focus on its role as regulator and provider of health legislation. The role of the Ministry will be to develop policies and regulations; to hold accountable other regulators, service providers and payers.
  • Would not this pose a threat to job security? What is the fate of health care professionals after implementing health sector governance?
    • The health sector governance means the establishment of standards and regulations that allow the Ministry to balance employee rights, including job security and duties. A part of that is carrying out the tasks entrusted to him/her and the corporatization will balance this equation. Also, corporatization will follow the methods of performance management that contributes to the reward of the hardworking employees, provide them with better job opportunities and will conduct training courses to raise the level of employees to do new tasks. 
    • In this context, the 2030 Vision and the National Transition Program offer enormous opportunities in different sectors. Given the nature of the projects and their diversity in terms of competencies and expertise required, new job opportunities will be created, which will stimulate the development of professional and skills development programs, and contribute to creating a secure work environment for employees to flourish professionally.
  • Will employees working in the provision of the service be transferred to GOSI?
    • Under consideration to identify options and implementation mechanisms to ensure the rights of all employees (staff).
  • What is the fate of retired employees and those who are about to retire? 
    • Under study to identify options and mechanisms of implementation to maintain their rights, and we will follow the successful mechanisms adopted by some government enterprises that have taken this path.
  • What is the timeline for achieving a health sector governance model?
    • Nine months to design a governance model and the implementation plan. 
  • Who will shape the governance of the health sector?
    • In collaboration with the Ministry of Health, its sister entities and the Vision Realization Office, the Governance Theme team will oversee the design of the health sector governance model and the operational model.
  • How will the health sector governance model affect health care beneficiaries?
    • ​Following the implementation of the new health sector governance model, the Ministry will work to enhance transparency in monitoring the performance of health care facilities, in terms of speed access to services and quality of services provided to ensure the development of employees’ efficiency and access to accountability driven by the outcome of the treatment process, which contributes to the sustainability and quality of services provided.
