04 May 2026

Health Holding has begun disbursing transition bonuses to civil service employees who transferred from the Ministry of Health to Health Holding’s health clusters, fulfilling the obligations stipulated in Council of Ministers Resolution No. 616. The initiative safeguards employees’ rights and recognizes their years of service and contributions to the Kingdom’s healthcare sector.
The total value of the bonuses exceeds SAR 2 billion, benefiting approximately 27,000 civil service employees. The bonus is calculated at 16% of the employee’s basic salary for each year of service, with a maximum of four basic salaries, in recognition of their role in developing healthcare services across the Kingdom.
The initiative is part of the first transition wave, which included more than 62,000 healthcare and administrative employees across three health clusters. The transition achieved a 99.9% acceptance rate, reflecting strong confidence in the transformation process, the commitment to protecting employees’ rights, and continued efforts to improve the work environment through the transfer from regional health directorates to Health Holding’s health clusters.
Health Holding stated that the transition represents a key development phase aimed at empowering healthcare and administrative professionals, improving workplace efficiency, expanding professional development opportunities, and fostering a culture of performance and excellence, ultimately enhancing healthcare quality and the beneficiary experience.
The transition also supports the objectives of Saudi Vision 2030. According to the Vision 2025 Report, essential health service coverage reached 97.5% of populated areas, deaths from chronic diseases declined by 40%, deaths from infectious diseases decreased by 50%, and regional health emergency preparedness increased from 38% in 2019 to 92%.
Health Holding delivers comprehensive healthcare services through 20 health clusters across the Kingdom under a modern care model that places people at the center of care, emphasizes prevention, improves service quality, and enhances the beneficiary experience.
