Under the auspicious of His Excellency the Deputy Minister of Health for Planning and Health Economics, Dr. Muhammad Al-Yemni, the Administrative and Financial Affairs General Department (the Budget General Department) has organized a workshop under the title: “Preparation of the Budget Draft Using the Computer”. The workshop was attended by the Advisor of the Department and the Supervisor-General of the Administrative and Financial Affairs, Mr. Saad Al-Hejaili.
The Director-General of the Budget, Mr. Riad Al-Khalifah, has confirmed that this workshop comes within the framework of the keenness of the Administrative and Financial Affairs General Department to upgrade the work mechanisms as well as improving the employees’ level of performance at the budget departments all over the regions, the health provinces, the medical cities and the specialist hospitals.
Mr. Riad has pointed out that the Budget General Department has recently activated the Budget System program. Besides, the preparation of the proposed MOH budget draft for the coming fiscal year 1435/1436H is to be prepared, Allah willing, through this system. The Budget General Department has been linked automatically to the health affairs general directorates in all regions and provinces. In addition, Mr. Riad has noted that this development comes in line with the Kingdom’s orientation toward e-government.
Mr. Riad went on adding that this workshop has focused on training the participants on the mechanism of using the Budget System program. Moreover, 40 candidates of directors of the budget departments have participated and briefed on the mechanism of using the system.
Mr. Al-Khalifah has further indicated that preparing such a budget draft for a ministry insize of the Ministry of Health and following up its implementation is not a piece of cake, because the MOH expenditures and operational and constructive contracts are as different and diversified as the health facilities disseminated to the Kingdom.
In the same vein, Mr. Al-Khalifah has underscored the impotence of the concerted efforts between the Budget General Department and the health affairs general directorates throughout the regions and provinces; in an endeavor to accomplish this project and the maximum utilization of the approved amounts to the Ministry, in line with the Ministry's directives aiming at serving the patients, gaining their satisfaction and meeting the needs of its beneficiaries.
