The Ministry of Health (MOH), the Ministry of Defense (MOD), and the National Center for Privatization & PPP (NCP) have announced the launch of the Expression of Interest (EOI) and Request for Qualification (RFQ) phase for the National Chronic Kidney Disease and Dialysis Services Project.
The project will be executed under a Public-Private Partnership (PPP) model utilizing a Design, Re-employ, Finance, and Maintain (DRFM) framework, alongside a clinical services model, spanning a contract duration of 6 years.
Project Objectives & Scope
The initiative aims to elevate the quality of chronic kidney disease and dialysis care, aligning with the strategic goals of Saudi Vision 2030 to empower the private sector and optimize healthcare delivery efficiency.
- Target Beneficiaries: The project seeks to attract highly specialized private medical operators to deliver integrated care for a minimum of 11,500 beneficiaries.
- Geographical Distribution: The target population will be divided into four distinct clusters/packages spanning multiple regions across the Kingdom, to be finalized during the bidding phase.
- Service Equity: A mandatory minimum baseline of beneficiaries has been established for each package to secure extensive medical coverage and ease of access across diverse provinces.
Private Partner Operational Responsibilities
Under the contract structure, the private sector partner for each distinct package will assume full responsibility for:
- Providing and upgrading necessary medical facilities, infrastructure, and advanced equipment.
- Implementing robust health Information Technology (IT) solutions.
- Recruiting and deploying qualified clinical, medical, and administrative staff.
- Managing end-to-end clinical and non-clinical workflows.
- Comprehensive Dialysis Modalities: Delivering in-center hemodialysis, home hemodialysis, peritoneal dialysis, and specialized outpatient clinic consultations.
