According to the government competition and procurement system article (12) which stipulates: “The government agency shall publish the advance planning of its works and procurement and coordinate with the ministry in providing the funds and commit, at the beginning of each fiscal year, to publish a plan consistent with its budget that includes the main information about its business during that year”;
