Every citizen in the Kingdom has the right to observe the anniversary of the pledge of allegiance to the Custodian of the Two Holy Mosques King Salman bin Abdulaziz, as a precious anniversary, filling the citizen’s heart with pride and his mind with inspiration. We have the right to be proud of how the loyalty to him, May Allah protect him, highlighted that our homeland enjoys stability and order and become an example to be followed in terms of governance and law.
Our minds should be inspired by the King’s wisdom and determination that spares no effort in the pursuance of goodness and development, meanwhile his tireless strictness against corruption and waste of resources.
In the first days of his reign, the King, May Allah protect him, has managed to start from where others have ended in the field of development and transformation management systems, and achieved a paradigm shift in the performance and management of state institutions, by means of issuing more than 50 royal decrees, including the abolition of 12 specialized councils, a committee and sub-councils. That is to be added to the formation of two important councils, namely the Political Affairs and Security Council and the Economic Affairs and Development Council. The first council, under the chairmanship of His Royal Highness the Crown Prince, the Deputy Prime Minister and Minister of Interior, Prince Muhammad bin Naif bin Abdulaziz, tackles security and relationship of the Kingdom with the world, while the second council, under the chairmanship of His Royal Highness the Deputy Crown Prince, the Second Deputy Prime Minister and Minister of Defense, Prince Muhammad bin Salman bin Abdulaziz, tackles the building of economy and development efforts.
Such decrees have formulated a very advanced system for developing decision making, following its implementation and achieving coordination and integration between the plans and performance of those in charge of development projects, removing the "castles" of bureaucratic traditions that are incompatible with the contemporary progress and challenges.
Since the Custodian of the Two Holy Mosques made the Saudi citizen as the core of development, he has never tolerated any negligence in the services provided to him, especially in the areas of health, housing and facilities. As a minister of health, I am well aware of the extent of the gracious support offered by the Custodian of the Two Holy Mosques to the health sector in the Kingdom. He is so keen to prepare the Saudi citizen for the future and vice versa. Hence, his directives was always to focus efforts on preparing the Saudi citizen, starting from enriching the noble values and building the responsible, conscious and initiative personality, up to training and qualifying him to be the main pillar for implementing the ambitious plans and building the kingdom of tomorrow.
The King, May Allah support him, is looking forward to have a future, in which the youth find themselves in a country where its resources are managed prudently and intelligently. He also works for preserving its wealth, building optimal investment foundations, and preventing waste and destruction, so as to provide our young men, Allah Willing, with a diversified and multiple-resources economic environment which encourages and attracts investments, locally and internationally, and provides many job opportunities that promote the spirit of initiation, creativity and innovation. In the Kingdom of tomorrow, our young men will also find a country, which its leader is so keen for its safety, strength and security. Thus, he upgraded its defensive abilities to unprecedented levels, and faced the disrupted area around our country by his well-known determination and decisiveness, making it powerful and glorious in the face of all greedy and spiteful people. Over and above, his power has been extended to other parts of the world, in terms of unprecedented alliances with Islamic countries to fight terrorism.
It is worth mentioning that the first anniversary has been culminated with the budget of this year, in spite of the current global economic challenges. The budget, which is reckoned an important milestone in the history of the Kingdom, focused on development, construction and power to confront the waste and destruction. In this regard, the Custodian of the Two Holy Mosques has directed the Economic Affairs and Development Council to work for launching a comprehensive economic, financial and structural reforms program. Meanwhile, he highlighted that this budget represents the start point of an integrated and comprehensive program of work to build a strong economy based on solid foundations of multiple sources of income, through which savings are grown and job opportunities are increased and partnership between public and private sectors is boosted.
Talking about this budget, it cannot be forgotten that he has given directives to the officials to assume their tasks to the fullest and service the citizen who is at his top concern, and that he will not tolerate any negligence in this regard. He also underlined the importance of keeping on reviewing the laws of supervisory systems, in such a manner that ensures promoting their specialties, upgrading their tasks and responsibilities, preserving public funds, meanwhile ensuring accountability for any negligence.
