Al-Duweila‘: “Raising the Efficiency of Health Spending Is Important in Light of Current Challenges”

His Excellency the Vice Minister of Health, Mr. Hamad Al-Duweila‘, highlighted that the Ministry of Health (MOH) is currently witnessing a great movement which will contribute to improving the level of health services provided to patients and achieving beneficiaries' satisfaction with the MOH health services.
 
Addressing a workshop titled: “Budget Reclassification in Accordance with Government Finance Statistics Manual”, which has been organized today, Monday, under his auspices by the MOH, in collaboration with the Ministry of Finance (MOF), Al-Duweila said: “Raising the efficiency of health spending is important in light of current challenges, as well as the need for making the optimal use of modern technologies for improving the performance and fine-tuning expenditure in the Ministry. Besides, he underlined the importance of holding regular meetings to assess actions taken in this regard.   
 
For his part, the Economic Advisor and Supervisor of the Government Finance Statistics, Mr. Ali Al Hassosa said that the comprehensive reviewing of the budget and its divisions aimed at making it more responsive to the requirements of transparency which is necessary for proper and precise analysis of the government's fiscal policy and helping governmental officials develop plans and take the appropriate decisions.   
 
He pointed out that the budget items have been classified in such a manner that ensures more clarity in terms of revenues, expenditures and financing. Moreover, the budget items have been formulated in a framework that allows better implementation of accounting rules, in addition to providing information and data that are more comprehensive, accurate and reliable, he said.
 
It is noteworthy that the MOF has reclassified the general budget in accordance with the economic classification set forth in the Government Finance Statistics Manual 2001. The new classification aims at preparing and presenting the general budget in a comprehensive and medium-term framework of economic policies. It also aims at assessing the current and future impact of the budget on macroeconomic balances and on the level of growth, studying the fiscal sustainability and identifying its potential risks, in order to limit the extent of its impact on the economy and society.
