Unified board for medical cities and hospitals formed

The Minister of Health Dr. Abdullah Al-Rabeeah has issued a decree ordering unification of the boards of Directors of MOH medical cities and specialized hospitals in one council under the chairmanship of the Minister of Health and membership of the Deputy Finance Minister for Organization and Budget, the Consultant for Classification and Recruiting at the Ministry of Civil Service, the MOH Deputy Minister for Executive Affairs, the Directors General for Health Affairs in Riyadh, Makkah Al-Mukarramah, and Eastern Province, the Executive Managers for King Fahad Medical City in Riyadh, King Abdullah Medical City in Makkah Al-Mukarramah, King Khalid Eye Specialist Hospital, and King Fahad Specialist Hospital in Dammam.
 
The decision aims at promoting health service provision and satisfying patients in line with the MOH guidelines. The decision included a 3 year term for the new board, as well as a monthly meeting unless the committee chairman decides otherwise. The board of directors is the governing body for all affairs concerning medical cities and hospitals. It is assigned for taking the  decisions necessary for realizing their goals, such as approving general medical and administrative policies, following work progress, approving performance enhancement programs, issuing internal regulations, issuing service regulating policies, and approving financial, administrative, and technical regulations.  
 
According to the decree, the Minister of Health shall appointment an executive general manager for each city and hospital, with the responsibility of directing the works of the city or hospital. The authorities of the executive general manager include supervising manpower, representing the city or hospital in its relations with other bodies or in front of the judiciary, executing the decisions of the board of directors, undertaking any tasks assigned to him by the board of directors, suggesting regulations and decisions relative to boosting work progress, preparing budgets, and executing financial and administrative affairs. The general manager may delegate part of his authorities to any of the officials at the city or hospital in accordance with work interest and the regulations set by the board of directors.
 
The cities and hospitals have been established to provide the best medical services, including offering the best specialized medical care, participating in laying the bases and standards for practicing medical profession, participating in boosting national manpower by adopting an integrated program for training Saudi physicians, conducting research programs, cooperating with specialized medical organizations inside and outside the Kingdom for promoting medical care, coordinating with educational institutions and medical commissions in the Kingdom for promoting health awareness, and publishing medical magazines periodicals, pamphlets, etc.
 
The said hospitals and medical cities enjoy independent legal personality under the umbrella of the Ministry of Health, with each entity having its own independent annual budget. Their financial resources include the budget allotted by the government, in addition to the gifts, aids, offers, wills and endowments, in accordance with the policies set by the board of directors.
