Health Holding announced the completion of the second phase of transferring Ministry of Health employees to seven health clusters, after more than 99% of eligible employees who expressed interest accepted the transfer offers. The process covered more than 68,000 healthcare and administrative employees.
This follows the success of the first phase, during which more than 62,000 employees transferred to health clusters with an acceptance rate exceeding 99%, bringing the total number of employees included across both phases to more than 130,000 in 10 health clusters.
The second phase covered the Al Ahsa, Taif, Najran, Hail, Tabuk, Northern Borders, and Hafar Al-Batin Health Clusters, while the first phase included the Eastern Region, Qassim, and Riyadh Second Health Clusters.
The transfer process was implemented in accordance with approved regulatory frameworks and Cabinet Resolution No. 616, ensuring employees’ rights, job stability, and continued access to their employment benefits. It also included completing employment contracts through the Qiwa platform while ensuring uninterrupted operations and healthcare services.
Before implementation, comprehensive engagement and orientation programs were conducted, including workshops and interactive in-person and virtual meetings with employees to answer their questions, explain procedures, rights, and benefits, discuss their roles in the next phase, and support improvements to the work environment.
The transfer of healthcare and administrative personnel to the health clusters represents a key milestone in the Kingdom’s health transformation journey by empowering national talent, improving operational efficiency, and strengthening integrated care. This supports a better beneficiary experience and facilitates access to healthcare services through the Saudi Model of Care.
The initiative also builds on the progress achieved through health transformation, including improvements in public health and quality of life indicators, most notably the increase in the Kingdom’s life expectancy to 79.7 years, supporting the objectives of
Saudi Vision 2030.
Health clusters are a cornerstone of Saudi Arabia’s healthcare delivery system, providing integrated and comprehensive healthcare services across the Kingdom through the Saudi Model of Care, which places people at the center of healthcare, emphasizes prevention before treatment, improves access to care, and enhances service quality.
