The Ministry of Health (MoH), in collaboration with the National Center for Privatization (
NCP), announced the signing of an operating contract for the
SABIC Specialized Mental Health Hospital in Riyadh with the Specialized Medical Company Consortium, as part of the Health Sector Transformation Program. The project aims to enhance service quality, improve operational efficiency and sustainability, and elevate the beneficiary experience.
The project seeks to expand the capacity of mental health services and improve access to specialized care through a public-private partnership (PPP) model, contributing to greater operational efficiency and long-term service sustainability.
The project reflects the collaboration between MoH and SABIC, which developed, equipped, and completed the hospital’s infrastructure. The hospital spans 62,500 square meters and includes 150 inpatient beds, day-care services, and 19 outpatient clinics, providing specialized mental health and rehabilitation services. The Specialized Medical Company Consortium will operate the hospital and deliver medical and non-medical services under a 15-year contract.
The consortium comprises the Specialized Medical Company, Bawabat Al-Seha Complex, which specializes in mental health and addiction treatment services, and a German medical group specializing in rehabilitation, treatment, and mental healthcare. Established in 1986, the group operates 12 healthcare facilities with approximately 2,000 beds, including four specialized mental health and addiction treatment facilities.
Hospital operations are expected to begin in early 2027. Private-sector management, operation, and maintenance will be carried out in accordance with performance indicators agreed upon with MoH. The project will improve service quality and sustainability, increase mental health service capacity, reduce waiting times, facilitate access to specialized care, and provide integrated services, including outpatient clinics, day-care services, rehabilitation programs, and post-treatment follow-up, ultimately enhancing the experience of beneficiaries and their families.
The project is part of MoH’s broader efforts to advance mental health services through several initiatives, including the recent inauguration of the new Eradah Mental Health Complex, affiliated with the Third Health Cluster in Riyadh, which began operations on February 13, 2026. The facility provides integrated specialized, therapeutic, diagnostic, and administrative services designed according to the latest international healthcare standards, contributing to better patient experience, improved service quality, and a more efficient working environment for healthcare and administrative professionals.
MoH continues to expand and develop mental health and addiction treatment hospitals and complexes across the Kingdom, modernize their infrastructure, increase service capacity, and strengthen outpatient services, community mental health, psychological rehabilitation, post-treatment follow-up, digital health services, and teleconsultations.
