What are the goals and outcomes of institutional transformation?
Institutional transformation takes services from the Ministry of Health and transforming them to state-owned enterprises, which implement the private sector's model of operation and management, to enhance efficient operation and productivity, to develop user-oriented decisions, and to consequently improve service quality.
What is MOH's role?
MOH will be devoted to its major role, that is that is to supervise, monitor and design health policies. 
Will HR and recruitment be through MOH or the enterprises?
Enterprises will have their administrative autonomy, including their personnel affairs.
Recruitment at the ministerial offices will be MOH's responsibility.
Does this trend not undermine job security? What would happen to MOH's staff after ​implementing the institutional transformation?
The employee rights, including job security, duties, and task should be balanced. The institutional transformation will balance such equation, adopting performance management tools which will help reward hard-working staff and offer the better job opportunities. The program also will organize training courses to boost staff performance to do their new tasks.
Will service-providing staff be transformed to the insurance system?
This topic is under consideration to identify options and implementation tools to guarantee the rights of all employees.
What is the status of retiring and retired supervisors?
This topic is under consideration to identify options and implementation tools to guarantee their rights. Effective mechanisms adopted by pioneering some state-owned enterprises will be in place. 
How separation will take place? What is the time frame?
It's expected to incorporate the first enterprise in 2018. Currently, the detailed plan to transform all services to enterprises in being developed.
What are the standards of enterprises? Who will develop them?
The enterprise performance assessment standards (including service quality, work efficiency...etc.) will be developed based on the global best practices. MOH and supreme regulatory authorities will supervise and monitor the enterprise performance assessment.
Will existing health service be disrupted during the institutional transformation phase?
MOH will boost transparent monitoring of health facilities, in terms of speed and quality access to services, ensured efficient professional development and accountability based on practical and therapeutic outputs
How MOH will guarantee the quality of services? How citizens will access services? How much will they cost?
MOH will boost transparent monitoring of health facilities, in terms of speed and quality access to services, ensured efficient professional development and accountability based on practical and therapeutic outputs.    
What are the standards and which regulatory authorities will monitor these enterprises in case they do not provide quality services?
Assessment and monitoring will use various tools through an integrated system that includes MOH and other regulatory authorities to ensure compliance with performance quality standards, as well as safety and operation efficiency.
Will institutional transformation be available for local enterprises only, or will also include international ones?
Basically, the program is designed to transform to state-owned enterprises. the private sector, either locally or internationally, will help secure that objective.
